All users of electric scooters and e-bikes in S’pore must take the MCQ test from June 30, 2021 – Mothership.SG
All e-scooters and e-bike users must pass a mandatory theory test offered from June 30, 2021 before being allowed to use their devices, the Land Transport Authority (LTA) said on April 30.
The test consists of multiple choice questions and will be available online.
LTA said it has already deployed electronic guides for the respective devices to help users learn how to use their devices safely.
The guides also provide information on the rules of conduct to be observed when driving and how to make checks before riding on the devices.
These guides are available free online.
Currently they are available in English but vernacular versions will be available later.

Further details on when and how runners can take the theory tests will be announced in due course.
These details will likely resolve issues such as ensuring that the person taking the test is the person who ultimately rides the electric scooter or e-bike.
It is forbidden to drive on the road if the test has not passed
The implementation of a theory test for electric scooter riders was first announced in December 2019, a month after Singapore’s electric scooter ban on November 5 of the same year.
E-bike users are currently required by law to pass the theory test to ride on cycle lanes.
But the changes to the laws will only require riders to pass a single theory test for track and road use.
This requirement was enacted in April 2021 after authorities proposed changes to the highway code for e-bike riders to take a theory test before riding on the road.
The Home Office said the amendments would also mean that it is illegal for individuals to ride their e-bikes on the road if they do not pass the test, as well as for companies to employ anyone to drive such devices on the road if they have not yet passed the test.
The proposed penalty for either offense is imprisonment for up to six months or a fine of up to S $ 2,000, or both.
Electric scooters can only be used on cycle paths.
